Let's create Terms of Service

Israel pointed out we don't have a Terms of Service page despite it being linked from the signup form. Let's make one.

[11:04 AM]Loren @mcint: It would be good to delineate, for ourselves, and for noting ... on Talk page or wiki goverance--what are the most relevant differences between Wikipedia's operation + mission and Noisebridge's practical operating concerns + mission.
